Changes in government patterns in Indonesia along with bureaucratic reforms, changes are needed because the governance situation contineus to shift, the old system would not fit anymore if applied in the era of Indonesia government now. Consideration and public value are the focus of this article, efforts to change the goverment bureaucracy in Indonesia to better prioritize the interest of society, would require a long process, bureucratic reform not only focusing on government action, all of the component from society and private should supported bureucratic reform so the effetive governance will be quickly achieved.

This paper is aimed at analyzing public sector reform as a globalized movement and its practices in Indonesia. It is argued that normatively, it must be admitted that the reform process, started since the fall of Suharto’s New Order regime in the late 1990s, has shown significant progress. Nevertheless, empirically, the process has not brought similar progress particularly in terms of eradicating abused of power and delivering sophisticated public services

The purpose is to map the research on the bureaucratic topics in Indonesia and get a development description of its changes from the bureaucratics reform and achievements of its changes in Indonesia. The study obtained from 105 articles published on journal accredited Sinta 1 and 2 from 2010 to 2020. Based on the amount, it showed that from 2010 to 2014 was relatively stable, from 2015 to 2019 were fluctuated with an increase in 2016 followed by continued decline. Research on bureaucratic reform has covered the institutions/organizations, governance, apparatus and public services including achievement of eight change areas. . However, there is still less research that discusses about political-bureaucratic relations, cultural and efforts to change mind set and culture set of apparatus. Konsep birokrasi birokrasi adalah sistem administrasi pemerintahan yang terdiri dari aturan, prosedur, hierarki, dan struktur organisasi yang digunakan untuk mengatur dan mengelola kegiatan pemerintahan dan sektor publik.Meskipun birokrasi memiliki keuntungan dalam mengatur dan menjalankan kegiatan pemerintahan, kadang-kadang juga dikritik karena kekakuan, lambatnya proses pengambilan keputusan, dan terjadinya birokrasi yang korup. Oleh karena itu, reformasi birokrasi sering kali menjadi agenda penting bagi pemerintah untuk meningkatkan efisiensi, Transparansi dan pelayanan publik.
Pada masa Orde Baru sampai menjelang masa transisi tahun 1998, kondisi birokrasi di Indonesia mengalami sakit bureaumania seperti kecenderungan inefisiensi, penyalahgunaan wewenang, kolusi, korupsi dan nepotisme. Birokrasi dijadikan alat status quo mengkooptasi masyarakat guna mempertahankan dan memperluas kekuasaan monolitik. Birokrasi Orde Baru dijadikan secara struktural untuk mendukung pemenangan partai politik pemerintah. Padahal birokrasi diperlukan sebagai aktor public services yang netral dan adil, dalam beberapa kasus menjadi penghambat dan sumber masalah berkembangnya keadilan dan demokrasi, terjadi diskriminasi dan penyalahgunaan fasilitas, program dan dana negara. Reformasi merupakan langkah-langkah perbaikan terhadap proses pembusukan politik, termasuk buruknya kinerja birokrasi. Tujuan tulisan ini berupaya untuk mengelaborasi model reformasi birokrasi di Indonesia pasca Orde Baru. A. Pengantar Buruknya birokrasi tetap menjadi salah satu problem terbesar yang dihadapi Asia. Political and Economic Risk Consultancy (PERC) yang berbasis di Hongkong meneliti pendapat para eksekutif bisnis asing (expatriats), hasilnya birokrasi Indonesia dinilai termasuk terburuk dan belum mengalami perbaikan berarti dibandingkan keadaan di tahun 1999, meskipun lebih baik dibanding keadaan Cina, Vietnam dan India.

Utilization of information technology in realizing the bureaucracy to improve public services to the community is very important at this time, given the increasingly rapid development of technology. The development of information technology realizes the absence of clear boundaries between one region and another in Indonesia. Currently, how the government in Jakarta has been able to utilize information technology facilities and infrastructure to provide excellent service to the community. So that services can be provided quickly, precisely, and easily. The research method used in this study is qualitative research using a descriptive approach. This qualitative research is used to examine the condition of the object scientifically how the use of information technology can be able to provide changes to the public service bureaucracy in Jakarta so that services can be enjoyed by all levels of society.
