Il ruolo delle prescrizioni normative ne " La Politica " di Sartori. Una plausibile lettura In quest'articolo cercherò di considerare il ruolo che le prescrizioni normative dovrebbero avere all'interno delle decisioni politiche. Per arrivare a questo risultato partirò dal punto di vista critico di Sartori, il quale sostiene con convinzione l'idea secondo cui la scelta dei mezzi politici debba essere compito esclusivo di una scienza politica avalutativa. L'articolo si rifà principalmente agli argomenti interni al testo " La Politica ". Fa eccezione la prima parte, in cui passo in rassegna un capitolo de " Ingegneria politica comparata " riguardante le tensioni fra prescrizioni normative e argomenti consequenziali nella composizione delle costituzioni. Il secondo e il terzo paragrafo riportano gli argomenti che Sartori utilizza per mostrare le differenze fra teorie filosofiche e scientifiche. Tali distinzioni servono appunto per imbastire la tesi secondo cui solo gli argomenti che sono sostenuti da un metodo scientifico sono capaci di segnalare i mezzi adatti per l'azione politica. Evidenzierò di seguito come questo modo di valutare le alternative politiche collochi le prescrizioni normative al di sopra della pratica e quindi le renda inadatte alla scelta dei mezzi migliori. In questo senso è plausibile credere che per Sartori le teorie filosofiche possano far comprendere gli scopi verso i quali far tendere l'azione politica. Tuttavia, mancherebbe la possibilità che queste definiscano chiaramente gli obiettivi politici (che nonostante tutto ne risentono l'influenza) e i mezzi politici. Proprio nel quarto paragrafo proverò a suggerire un ampliamento del ruolo delle prescrizioni normative verso la definizione negativa dei comportamenti politici. Sosterrò che forse queste prescrizioni sono in grado di definire quali sono i mezzi politici che non è opportuno considerare in ogni caso (perché sempre ingiusti) dati dei principi etici. Il mio argomento verterà sul fatto che se esistono principi etici da cui possono derivare gli scopi giusti, allora questi stessi principi etici potrebbero valere anche per la definizione dei mezzi 1. Costituzioni: argomenti consequenziali e prescrizioni normative. 1 Una precisazione è necessaria prima di procedere con l'esposizione del contributo. L'impianto argomentativo di Sartori è mirato a sostenere la superiorità delle teorie politiche positive nella progettazione istituzionale. Non tutte le decisioni politiche hanno quindi esigenza di rientrare in questo modello di selezione. Tuttavia, io mi riferirò in generale alle decisioni politiche e non credo che l'utilizzo del modello di selezione di Sartori sia inopportuno per il mio scopo perché la progettazione istituzionale rientra necessariamente nel campo delle scelte politiche.

Andrea G. Sciffo is a scholar who carries out his research in different directions: since the eighties, he has sought above all in musical experience (The Beatles, The Waterboys, Thelonious Monk, Crosby Stills Nash & Young, PMG_Pat Metheny) the key to access to the transparent harmonies of reality. Here the unforgettable meeting with the geopoet Davide Sapienza should be noted. Secondly, his direct vocation to poetry led him to the regions of the great European lyric poets of the past, up to the baroque poets of the late seventeenth century (Lorenzo Magalotti and C.M.Maggi above all), to finally delve into the occult teaching of Maurice Maeterlinck. Among living poets, he enjoys the friendship of Giovanni Casoli. The third path led him to rediscover the arcana of tradition as evergreen and perennial fruits for living in the present: the personal meeting with witnesses such as Mario Marcolla and Eugenio Corti allowed him to access Rodolfo Quadrelli, Ivan Illich and the work omnia by Elémire Zolla. He graduated in "Adult Education" at the chair of Professor Duccio Demetrio (University of Milan), with a thesis on alchemy and pedagogy.
