Abstract

Even though interoperability and its related topics have been increasing over the last five decades around the world, they are still unknown and taboo topics, especially in countries that are not associated to the North Atlantic Treaty Organization (NATO), including Latin American countries. In fact, the literal meaning of interoperability goes beyond operating together and seeking the fulfillment of common objectives, addressing concepts that encompass technical, planning, and procedural approaches to provide efficient performance to the military organization, which, if misunderstood, could limit the use of operational capabilities in the combat field. From this perspective, it is essential to identify the key concepts of interoperability that support the capacity of different systems, components, mechanisms and areas in which forces can work together effectively and share information efficiently. Being interoperable demands an effort in the military, political, economic, technological and human spheres, as well as in the different levels of warfare, where there are challenges that prevent forces from achieving greater coherence, effectiveness and efficiency in the development of operations. One of them, evaluation and monitoring; being the measurement of interoperability an important factor to evaluate how effectively systems, components or forces can work together. Finally, it should be considered that interoperability requires guidance in strategic planning through a comprehensive development strategy.
