يستهدف موضوع هذه الدراسة بالأساس محاولة فهم التحولات الجوهرية التي شهدتها السياسة الخارجية الليبية من 5991 حتى عام 9009 ، فالسياسة الخارجية الليبية التي عرفت بميولها القومية الوحدوية والتي كانت تمثل استمرارا للتيار الناصري في خمسينات القرن الماضي ، كرس فيها نظام القذافي المخلوع كل إمكانياته السياسية والاقتصادية لتحقيق هدف الوحدة العربية أو على الأقل وحدة جهوية أو حتى ثنائية فشلت جميعها لأسباب مختلفة لعل أبرزها اختلاف النظم العربية فيما بينها نتيجة اختلاف الأهداف و الايدولوجيا . غير أن التحول البارز الذي جعل النظام الليبي – السابق – يتخلى عن مطالبه الوحدوية هو بالأساس ما اعتبره تخلي الدول العربية عن ليبيا في قضية لوكربي ، في حين تعاملت الدول الإفريقية بايجابية مع القضية والذي نتج عنه رفع الحصار ثم العقوبات عن ليبيا ، هذا ما جعل العقيد الليبي المخلوع يغير بوصلة سياسة خارجية بلاده باتجاه أفريقيا مع احتفاظه بهدف الوحدة ، فقد سخر إمكانيات ليبيا المختلفة في خدمة هذا الهدف ، فعلى المستوى السياسي بادر القذافي لإقناع القادة الأفارقة بضرورة تجديد وتطوير منظمة الوحدة الإفريقية إلى اتحاد إفريقي...

The field of digital media and the development of the digital environment in the Maghreb countries, and the study was based methodologically on three stages: the first on the reality of electronic journalism in the world and the development that accompanied it, the second on electronic journalism in the Arab Maghreb: the factors of emergence and the challenge of survival. e-commerce in the Maghreb countries and ways to provide the appropriate conditions for its success. As for the conclusion of the research, it came to the conclusion that the majority of countries in the Arab Maghreb were not prepared to receive this new type of media, which is difficult to monitor, or submit to the gatekeeper, as was the case with traditional media. Which made the media scene shrouded in a lot of ambiguity and needs to reconsider its foundations and electronic controls, and based on this result; The researcher recommended a set of recommendations and proposals to activate electronic journalism in the Arab Maghreb countries and ensure its quality. This paper is based on a study of the Malaysian experience in cooperative insurance, known in Malaysia as "takaful." The aim of the study is to consider how the Malaysian experience may contribute to the development and growth of Islamic insurance in general. To this end, the study focuses on evaluating the efforts of the Malaysian takaful industry, learning from its achievements, and analyzing its strengths and weaknesses. The paper outlines the crucial stages in the industry's development; identifies its most significant success factors through analyses of its achievements at the levels of infrastructure, legal framework and customer service; and discusses the various aspects that may be in need of improvement and development.

تعتبر الطاقة مكسباً من أولى الضروريات، لاغناً عنها في الحياة العادية وهي من المكونات الأساسية لتطوير الاقتصاد الوطني. فضلا عن كونها قطاعا من قطاعات السيادة الوطنية، تعتبر الطاقة مكسباً ينتمي للمرفق العمومي. يمثل التحول الذي أُحدث على مستوى تسيير توزيع الطاقة بالجزائر تحويلا لا يهدف إلا إلى تحسين النوعية والتحديث على مستوى تسيير هذا المرفق. وبالفعل يندرج إحداث التنظيم الجديد بواسطة الامتيازات في توزيع الكهرباء والغاز من قبل السلطات العمومية في الاتجاه المباشر مع السياسة الحكومية في مجال إعادة التأهيل وتحسين المرافق العمومية بصفة عامة من أجل الاستجابة الفضلى لتطلعات المواطنين، وكذا الدور الكبير الذي يلعبه تطور تكنولوجيا الإعلام والاتصال في الاتجاه نحو تحسين المرافق العمومية بصفة عامة لاسيما بتخفيف مختلف الإجراءات الإدارية المتعلقة بذلك وكذا بتحيين المعلومات المستمرة تجاه المستهلكين. من نتائج هذا البحث تثمين تنصيب لجنة ضبط الكهرباء والغاز الجزائرية وتثمين استقلالية نشاطها، بالإضافة إلى تحليل تنظيم المرفق العام للكهرباء والغاز الفرنسي.

The study aimed at finding a strategy for qualifying human resources in Arab countries in order to fulfill the requirements for building the knowledge economy in those countries. The study also discussed the concept of the knowledge economy, its requirements, its availability in the Arab countries, and the role of continuing education as a tool for the development of human resources which represents one of the requirements of building a knowledge economy. In light all this, the study proposed a future strategy for building a knowledge economy in Arab countries by activating the role of continuing education. The study used descriptive, critical, and analytical approaches to achieve the study objectives.
