This short volume contains the Proceedings of the 58th Session of the Permanent International Altaistic Conference held in Dunajská Streda (Slovakia) 6-11 September 2015. Our local partner was the Vambéry Civic Soociety the members of which hosted us magnamiosly. We had an unforgetable week together and now we are happy to present this special volume containing the materials we got from the participants. I am personally very grateful for the contribution of Prof. Dr. Mehmet Ölmez, Doç. Dr. Tülay Çulha, Zeynep Pınar Can and Dr. Kinga Szálkai who did their best to carry out this uneasy work. We brought all the materials as they were send to us and edited them according to the format of the Türk Dilleri Araştırmaları . Nevertheless we were unable to make emendations in the language of texts, so they remainded as they were sent to us. organizes the International Balkan Annual Conference (IBAC) every year in close cooperation with respected scienti c institutions in the Balkans. is conference brings together scientists and experts from various countries who share their knowledge, among others, on the history, culture, art, economy, and intercommunal relations of the Balkan people. e International Balkan Annual Conference (IBAC) is very important in terms of approaching the historical and current issues of the region, and providing an opportunity to generate ideas about the past and present of the Balkans. erefore, we were very pleased to come together for such a fruitful scienti c event in Kosovo, the youngest and most dynamic country in the Balkans. e Republic of Turkey was the rst country that o cially recognized the Republic of Kosovo, and greatly appreciates Kosovo's strategic importance in the region. ere have always been bonds of love and the sharing of a common fate between the two nations. We were very pleased to cooperate with Kosovo scienti cally, and believe that such events enhance the friendship of our countries and nations. In this respect, the meeting we organized with University of Prishtina "Hasan Prishtina" was the beginning of a close relationship that will develop in many di erent elds in the future. I am grateful for the cooperation of the University of Prishtina "Hasan Prishtina, " which hosted us at the conference held in Kosovo in the best way. e theme of the conference was " e Role of Diplomacy in the History of the Balkans" and many di erent scholars and researchers from various countries such as Romania, Poland, Japan, Montenegro, Albania, and Russia as well as Turkey and Kosovo made contributions to the conference. I would like to thank all of them for their valuable contributions to the scienti c world. e Presidency of the Republic of Turkey, the Directorate of the State Archives organized an exhibition on the presence of Kosovo in the Ottoman archival documents. I would like to thank the organizers of this exhibition. We live in an unprecedented time of scientific progress, which is increasingly dominated by a paradox: more money is spent on health care research, development and delivery, and yet health outcomes, quality of care and quality of research is by all measures considered suboptimal. The efficiency of current research system increasingly undermines public trust in science, which ultimately leads to corrosive effect on societies' well-being, as witnessed during the COVID19 pandemic(1-4). The research system must improve. It is responsibility of scientific community to identify "good" from "bad" research practices and to weed out the latter. However, the public also needs to understand that 100% efficient research is not theoretically possible, remain skeptical about exaggerated claims ("hypes") as good science typically progresses incrementally. To realize these goals, this talk will review practices of avoidable and unavoidable research waste and call for establishing new metrics (index of research waste). To improve research system each country/organization should undertake regular audits of its research practice activities and make data publicly available. Collecting these data may inform development of research waste metrics to complement traditional scientometric indices that do not capture this important dimension of scientific activity (5-7).
