Electronic government allows a broad range of citizens to access governamental information and services, as well as to participate in the government decision-making process. On the other hand, it imposes a higher challenge on a web designer to avoid digital exclusion. Before proposing guidelines to design e-gov sites, it is important to have objective methods to evaluate their quality. Traditional inspection methods do not cover the specificities of e-gov sites. This work proposes an extension of Nielsen's heuristic evaluating method, applied to the information, services and citizens' participation categories. Broad accessibility, interoperability, security and privacy, information truth and precision, service agility, and transparency are added. The g-Quality method was instrumental as an objective evaluation form. It was applied to 127 Brazilian e-gov sites. The extended method found more problems, resulting in more negative ratings than the Nielsen's original method. The Brazilian public sites quality level was determined by using the g-Quality method, producing positive results.

Purpose -In this paper we gradually develop a framework for evaluating the websites of public authorities. The proposed framework consists of four axes: two for assessing the general characteristics and content of the websites (namely general characteristics and e-content); and two for assessing specific functionalities addressing their governmental character (namely e-services and e-participation). The practical use of the framework is demonstrated by means of a case study, namely evaluating the websites of Greek public authorities at local and regional level. Design/methodology/approach -The proposed framework is gradually built through a critical analysis of the two relevant domains, website evaluation and e-government. The methodology used in the case study includes the construction of an appropriate questionnaire for assessing the framework metrics. Findings -The proposed framework presents a more holistic approach to egovernment website evaluation, while the case study provides some interesting results with regards to the shortcomings of Greek public authority websites. Research limitations/implications -The proposed framework could be further enhanced by incorporating an evaluation of the demand site of e-government. Moreover, a more thorough approach with regard to privacy would have to include metrics to be answered directly by IT security personnel. Practical implications -The proposed framework can be used for evaluating the websites of public authorities in a more comprehensive way. As an example, the case study reveals significant results of practical importance by indicating overall progress, aspects that are under-developed, etc. Originality/value -This paper provides a novel framework to e-government website evaluation that also considers e-government services and e-participation. We anticipate that it will be of interest to both researchers and practitioners alike.

Conversely, citizens’ awareness and expectations of Internet based online-public-services have also increased in recent times. Although the numbers of the different national e-Government web portals have rapidly increased in the last three years, the success of these portals will largely depend on their accessibility, quality and privacy. This paper reports the results of an evaluative study of a cross-section of e-Government portals from these three perspectives, using a common set of performance metrics and Web diagnostic engines. Results show that not only are there wide variations in the spectrum of information and services provided by these portals, but that significant work still needs to be undertaken in order to make the portals examples of ‘best practice’ e-Government services.

The digital inclusion promotes the reduction of social inequalities. Based on this principle, the Brazilian Government has been setting up an increasing number of Web access locations to render virtual support to its citizens. However, there are no guidelines for the construction and assessment of these electronic Government (e-Gov) sites. In this article we measure the web site quality in the e-Gov domain with the following proprieties: usability, accessibility, interoperability, security, privacy, information reliability, and service agility. We implemented our method, by using a checklist tool, in the evaluation of 127 Brazilian government sites (federal, state and municipal). Our method proved itself efficient in the diagnosis and identification of specific problems in the e-Gov site domain.

Government holds the keys to improving government services provided to citizens and the private sectors within their countries. Although Algeria is the largest country in Africa and has one of the most thriving economies in the continent, it is remarkable that the Algerian EGDI ranking was 120th according to the latest UN e-government survey. This inspired the researcher to investigate the relationship between the success factors of e-services in developed countries and their counterparts in developing countries. The main aim of this study is to explore the factors that influence the level of usability of egovernment services between developing and developed countries against a set of specific guidelines to provide means for improving these services in developing countries. The researcher selectively extracted three guideline categories from Research-Based Web Design and Usability Guidelines as a means for expert evaluation of 10 Algerian e-government services compared to British e-government services. Our results show that Algerian e-services lack mostly in Use Frames when Functions Must Remain Accessible, Highlighting Information, and Graphics Should Not Look like Banner Ads (belonging to Page Layout, Text Appearance, and Graphics, Images & Multimedia respectively), whereas UK e-services scored highly across all three categories. These findings further enhance the UN egovernment survey and identifies the sub-categories that developing countries need to pay more attention to in order to provide a more reliable and robust e-service to its users and citizens. Furthermore, this study proposes that the Research-Based Web Design & Usability Guidelines can be converted into an evaluation tool to be used by evaluators to easily assess the usability of a website. The combination of relative importance, chapters of the guidelines, and their respective guidelines gathered from Research-Based Web Design & Usability Guidelines, along with the evaluation of these individual guidelines by evaluators will serve as an integral tool for developers when developing e-government services to reach the satisfaction of the users.

Websites are widely utilized to disseminate news and publications to the public by government institutions. Although the website's user experience has been extensively studied, there is still a lack of understanding and assessment of the website's user satisfaction in the ministerial government. User experience in terms of optimizing website utilization has not been well explored, especially regarding satisfaction. Satisfaction is influenced by information quality and system quality factors. Information quality encompasses five variables (completeness, accuracy, format, currency, availability) and system quality consists of nine variables (reliability, flexibility, accessibility, responsiveness, integration, usability, functionality, design appeal, efficiency). This study surveyed the effect of information quality and system quality on the satisfaction of using the Ministry of Religious Affairs' website. The target population of this study was all users who had accessed the website at least once in the last three months. The data were collected from 420 respondents by the online questionnaire and analyzed using PLS-SEM. The findings indicated that the hypothesis of the variables completeness, accuracy, format, currency, availability, reliability, flexibility, accessibility, responsiveness, integration, usability, and functionality is not supported. However, the results of this research confirmed the positive and significant effect of design appeal and efficiency on satisfaction.

Many quality models have been used to measure e-government portals quality. However, the absence of an international consensus for e-government portals quality models results in many differences in terms of quality attributes and measures. The aim of this paper is to compare and analyze the existing e-government quality models proposed in literature (those that are based on ISO standards and those that are not) in order to propose guidelines to build a good and useful e-government portals quality model. Our findings show that, there is no e-government portal quality model based on the new international standard ISO 25010. Besides that, the quality models are not based on a best practice model to allow agencies to both; measure e-government portals quality and identify missing best practices for those portals.

The proliferation of government involvement in e-initiatives has gained significant recognition across the globe. Evidence from previous studies suggests that e-government programs are beneficial to participating countries. Specifically, researchers have suggested that e-government programs enhance the delivery of cost effective service to stakeholders of governmental institutions. Based on established principles of Web design and e-government practices, this study proposes a framework for assessing e-government websites that are made for a global audience.

In this paper, a methodology for comparative evaluation of user perceived quality of websites is developed. This involves identification and scaling of factor categories relevant to users' perceived quality, proposing a website quality assessment index (WQAI) and using it for comparison of websites of selected districts of the state of Madhya Pradesh in India. Top websites were identified and evaluated by WQAI rankings and also through cluster analysis. It is found that: i) the best websites as identified by WQAI ranks match those obtained by cluster analysis, while there is a slight discrepancy in the lower order clusters; ii) websites of districts important because of population or industrial status may not be in the top user satisfaction category although they may have high ranks by other criteria. These findings will assist in the identification of strong and weak points of the websites and hence enable the governments to provide improved websites.

Governments in many countries are adopting information technology as a mean to deliver their services. Governments are encouraged to serve their citizens anytime and anywhere in an efficient way. Therefore, measuring the quality of these serving portals became a necessity. This study examines the quality of e-government portals in Saudi Arabia through introducing USR framework that contains three dimensions (usability, security and responsiveness),each dimention is associated with a set of sub dimensions. The framework is based on set of standards and theories for assessing the quality of e-government portals. In addition, the empirical data were gathered and collected by using self-administrated questionnaires distributed via social networking platforms to test the hypothesis indicated in the research and the data analysis was based on 3423 respondents in KSA. Using multivariate statistical techniques, the results indicated how each proposed dimention has effected e-government portals quality.

One of the main strands in e-government research focuses on evaluating the government website. Previous studies have developed several models of government website evaluation. Unfortunately, that rich exploration of the government's website study seems to be ignored in the Indonesian e-government literature. Against that backdrop, this study formulated a synthetic model of government' website evaluation based on previous models developed by other scholars. It deployed them to assess ten local government websites (Municipality/Regency) in East Kalimantan. The model consists of two broad dimensions: technical and democratic deliberation. This paper describes the role of usability evaluation as quality assurance of egovernment services. Usability evaluation intends to identify difficulties experienced by a user when interacting with a computer interface. Usability evaluation is a key issue in assessing the return from investment in government sites, as it can measure how the services impact the citizen and is a significant source of requirements for design reviews of present services. This paper describes the creation of a Laboratory for Human-Computer Interaction (LabIHC) devoted to assess Sao Paulo State, Brazil, government services usability. This Laboratory evaluates about 250 users per day using different egovernment services and can produce accurate reports on usability problems. The paper describes LabIHC's pluralistic evaluation methodology, composed of four different techniques, as well as the set of recommendations that were derived from LabIHC results for e-government services. e-govemment; usability; universal usability; usability evaluation.
Since it is a technology whose becomes more used in development countries after the massive internet growth, there are still many features that can be exploited for the benefit of the government, the citizens and the businesses that interact through this tool. This study evaluated one of the largest e-gov portals existing in Brazil identifying aspects related to its performance in terms of user's satisfaction related to the offered services. A quantitative survey with a sample involving 1072 responses was conducted. After data collection, a regression analysis of the data was performed in order to evaluate the attributes that most contributed to the citizen's satisfaction. Among these attributes we can mention: to provide quality information, to deliver the expected product and to provide communication options that really work out. As negative results, it was observed that the aspects related to privacy and data security are still underdeveloped.

Many government organizations use web heuristics for the quality assurance of their websites. Heuristics may be used by web designers to guide the decisions about a website in development, or by web evaluators to optimize or assess the quality of an existing website. Despite their popularity, very little is known about the usefulness of heuristics for web designers and evaluators. In this study, five government heuristics are examined with special attention to their presumed use, content, validity, and presentation format. Our findings raise questions about the usability of heuristics for web design and web evaluation purposes. More research into the actual use and effects of web heuristics is needed.
