Hey there,
Im having exactly the same problem, also running ver. 4.9.8
No plugins installed.
Every time i navigate to Apearance > Customize, im asked to log in again.
After I do so i get the message: “You need a higher level of permission.”
It happens on each fresh install of 4.9.8 via updating from 3.8
