We use a similar feature on a wordpress.com blog and can make as many changes as we wish. the original URL will still work.
In our research, we didn’t see a .org draft sharing plug in that worked like the .com one. However, there may be one.

In reply to: [Share Drafts Publicly] Share Draft PluginThere are no settings, no expiration date, just a link. However, if you update your blog “after” sending someone the draft link, they will get an error message, and won’t be able to see the draft. That’s the only downside. It works great otherwise.
What we’ve resorted to is sending out the link and then making a duplicate copy of the blog that we continue to work on in the meantime. :-0
