@wpallimport did you try with wpml plugin enabled? Let me know what data from my site you need and I will provide.

When I enable any of other options than “Advanced mode (content, widgets, themes, plugins, translations, menu, permalinks, media)” in plugin mode, site is working but nothing gets changed to latin, all stays cyrilic.
