We mentioned earlier in the thread trying a conflict test, is that something you were ever able to try for either of these issues? I would recommend that as a next step if you haven’t already tried that.

Thanks for that information – for Action Scheduler, it only officially supports the default WP-Cron system. Can you try enabling the default WP-Cron and seeing if that fixes the issue?
