On our self hosted site JetPack is installed and the subscription module is enabled.
When I connected it to our .com site and followed the instructions you mentioned I did not see the .org site listed in the drop down. This may be because everything has already be synced.

That is the thing that is frustrating me.
The Email ME Whenever….is checked.
