Yes, the user exists (and bots where finding it through API). After deleted the user and hiding the user discovery through API, no more bots attack received using that numeric user.

Saving permalinks again doesn’t work.

To solve the issue we have replaced the UTC file
usr/share/zoneinfo/UTCwith another copy from another server.After that, UTC time and Local time appears perfect and we can be able to publish inmediately.
Ok, after resetting the customization options and disabling/enabling the plugin, the error has disappeared. Thanks.
