Akismet doesn’t send comments to moderation, so it’s not that.
At Settings > Discussion in your site’s Dashboard, how many links are you allowing in the comments? The website field counts as 1 link, so if you’re moderating comments with 1 or more links, that would explain why those two are being caught constantly.
I generally recommend 2 for that setting.

I wasn’t aware that the website field counted as one. (Thank you for that.)
But the threshold set in Settings > Discussion is in fact three links.
Do their email addresses contain any sort of special characters?

Just checked. Nothing outside the usual range of characters, so far as I can tell.
Are you running any plugins that directly interfere with comments, or any security plugins? If so, have them try with those switched off.

Sensible idea. Now if I can just get them to comment at the right time. π
In the meantime, I found a plugin that supposedly will let me whitelist those two. (Gad, another plugin.) Maybe that will work.

This perplexes me greatly. “Comment author must have a previously approved comment” in Settings/Discussion is checked. There are no words which trigger moderation, and no blacklisted words. It is not required to log in as a user to comment. And yet I have two users who are always sent to the moderation queue, though each of them has well over 100 comments so far.
One of them has a URI which resolves to an IPv6 IP — but then, so do many others. And one of them works at the same place I do, so if she’s at work, she’ll have the same IP that I do during the workday. (We’re both high enough in the corporate hierarchy to avoid getting in trouble for this, she higher than I.) I have been unable to find any settings, either in WP or in Akismet, that could fix this matter.
Versions used: WP 4.9.8; Akismet 4.1 (basic, paid).
