WordPress Admin Login Problems

I’ve tried multiple times to load WordPress onto one of my websites without success.

The problem:
After install, the admin page will not accept login credentials. When ‘lost password’ is used it directs to “OOPS! THAT PAGE CAN’T BE FOUND.”

I’ve tried using multiple themes upon install including the default theme.
I’ve tried changing the password in the database.
I’ve cleaned out the cookies and the cache.
I’ve tried using multiple passwords upon install, from complex to easy.

Nothing works. I’m beginning to think it’s God’s will.
