Web Push Notifications

Good day! Please tell me if it is possible to do something so that notifications about a new message are displayed as Web Push. For example, if I am on the site, then I see that I received a notification. And if my browser is minimized or I am on another site or program and someone wrote to me, then I will not see a new message and, in principle, a notification. Therefore, I would like the notification to be displayed even when the browser is minimized. If this is not implemented, then could you implement this functionality)
