Have you done the following:
– set all your pages in the wc vendors settings
– setup permalinks to not use the default (woocommerce and wc vendors requires pretty permalinks)
– followed this guide : https://www.wcvendors.com/knowledgebase/wcvendors-setup-guide/
– Are admins able to create products ?
– Is this in the wordpress admin where the vendor is trying to add the product?

Most likely you have a plugin that is blocking access to /wp-admin/
Try going to yourdomain.com/wp-admin/ as a vendor. Does it work? If the answer is no, figure out what plugin you have blocking access to it.
Found it, I was using a plugin called “Remove Dashboard Access” and even though I set it to where all members could access it, it was still not working properly. I removed it and everything is fine like it should be.
