Update failed citing plugin requires WP 7.1 ?

Attempted an update today before and after updating WordPress core to 6.8.0 and received this message when standard update seemed to fail. After downloading a clean copy of the latest version, I manually uploaded with the intent to overwrite the previous version and receive this dialog:

Unpacking the package…

Installing the plugin…

The package could not be installed. Your WordPress version is 6.8, however the uploaded plugin requires 7.1.

Plugin installation failed.

If your PHP version is below 7.1, consider upgrading to at least PHP 7.4, as it’s the recommended minimum for WordPress.

The problem is not with PHP, is WordPress… As you can see in the headers:

The Requires at least: 7.1 is for WordPress, not PHP. That lines should be Requires at least: 6.0 ? for example for WordPress 6.0+.

With that line, nobody can upgrade the plugins because WordPress 7.1 does not exists.
