Up draft backups

My site is down and my host has not been able to fix it. I gained access to my word press admin page and found backups in the UP draft plug in and restored one of them. My website worked for a few minutes and then disappeared. I can no longer gain access to my word press admin page. I have contacted another host to migrate the site. Will the new host be able to gain access to the backups in the updaft plug in?
