I had this issue too. Change the upload folder directory to the default setting which is under Settings on the Dashboard.
Where can i see that upload folder directory, could you be more specific?

Hi guys, I found a way to fix my problem not sure if it’ll work the same with you but there’s no harm trying.
Locate the wp-content file from your hosting account and check the settings if it’s locked down to readable – change it to writable.
Unless there has been some new change in WordPress that I haven’t run into, I think this is a more broad topic of upload permissions right?
Can you upload images in a normal post?
If you search wordpress.org or the internet for “Unable to create directory wp-content/uploads” it is clear that this is a common more general problem that comes up on occasion. Usually because of a hosting configuration.

@ohemjaye – I don’t have a wp-content file only wp-content folder.
@ Peter Chester – I can only upload images to post from the media library of images that were there before, but when I try to add a new image via the post and actually upload the image i get this error:
The uploaded file could not be moved to wp-content/uploads/2015/09.

I found a solution.
Make sure wordpress owner and group is set to www-data in order to upload media.
Go to Dashboard >> setting >> Media >> Store uploads in this folder >> website url/wp-content/uploads/
remove website url with your webite url
