Yes it can be translated, but this check is telling you that it has to be the same name in readme and plugin header. So put the same, and then translate it in translate.wordpress.org.

It is the same english name in plugin header and in readme. But the name from readme is translated, because my website is in german.
Hello, if it’s exactly the same, there is no problem. Share the code to give more context.

The warning is therefore not necessary.
