Topics and replies per page

In my Forum settings I have the number of Topics and Replies both set to 10 yet I have one Topic that currently has over 40 replies and you need to scroll down miles to read the latest post. Can you tell me why this may be? I just want 10 replies per page with the ability to show 1 2 3 >> at the bottom to click to the next page of replies.
I am using Sahifa theme.
