Time Rules not Working

I’m having issues with the Time cart condition. When I use the “from” and “to” they don’t work as expected. For example, I set the “from” field as 11:00AM, and “to” field as 4:00PM, however my rule is not applied. I have tried various combinations as well. For example, if the current time is 6:30PM, and I set a rule that says “from” 6:00PM the rule does not take effect. I have verified that my site time is the correct timezone.
