Theme Style CSS only applied on the pages built with Elementor

I have two pages on this website. One is Test Page that is built using Elementor and another one is normal Sample Page.
In this case, Elementor Theme Kit CSS applying on the Test Page built with Elementor but not on the Sample Page.
Normal – Sample Page – https://share.getcloudapp.com/QwuKRAy6
Elementor Page – Test Page – https://share.getcloudapp.com/bLueDk26As you can Header CSS Difference on both the pages.
Is it expected behavior? May I know the purpose of Theme Style.
