Template Creation…

hi all,

i was wondering if anyone knows of a software that allows a drag & drop function for one to create their own template?

i’ve come across packages like Web Easy Professional but they seem to have built in templates that you can customize.

i want a software that allows me to create a template from scratch, that is simple to use (drag & drop type system), and that i can use for wordpress

any suggestions
