As mentioned in the attached message, you had signed up for a European Union plan from a non-EU country.
When you sign up for an EU business plan, you must provide the VATIN code for your EU-based business. This allows for the tax to be paid by you in your country, and not by me. If you do not provide these details, you are not allowed to download the products.
Since you are not situated in the EU, I refunded your payment. You can now choose a plan that is not meant for EU residents.
