I have changed the donation status to refunded, but it has not refunded the transaction in my Stripe account.
What you’ve observed is correct, meaning, changing the status of a donation payment does not trigger a refund at the payment gateway.
To accomplish this, click on the Switch to Legacy View button at the top-right of the GiveWP > Donations list. Locate the donation you’d like to refund, and click to edit. Next, locate the Transaction ID on the right side, in the Donation Meta box, and click on that to take you straight to your Stripe account, where you can click on the Refund button at the the top of the screen.

It would be a helpful feature to be able to refund the transaction directly from the WP dashboard, without having to login to Stripe. Is there a place where I can submit a feature request?

You are correct, it would be helpful! Also, I’m happy to say you can do this now, I just missed it with the new donation page redesign.
To accomplish this, go to GiveWP > Donations, and click the Switch to Legacy View button in the top-right corner of the screen. Next, change the status of the donation to Refunded, and a check box will appear asking if you want to refund it in Stripe. Check that box, and click the button to Save Donation.
