PHP 8.4 is still very new, and even WordPress itself isn’t fully compatible with it yet. You can review the supported versions and any exceptions in this official reference: here.
Due to the recent release of this PHP version, we can’t confirm full compatibility with the plugin at this time. Until then, I would suggest using it with 8.3 as it seems to be working fine with it.

I have myself no other problems so far with other plugins, nor with the default Astra theme with PHP 8.4.
And that’s why I thought I could use those starter themes without any problems.
Then for now, I will indeed revert to PHP version 8.3 if I wish to use those Astra starter themes.
I hope that these Astra starter themes will soon be compatible with the new PHP 8.4, which is faster than version 8.3.

The reason was not PHP version 8.4.4 itself.
I also made sure that the new Brotli compression method could be used on Windows IIS.
I had enabled Brotli compression in the php.ini settings, thinking that it might provide additional speed benefits. In the end, this was the reason why the Astra Starter themes failed to load. I was also having problems manually uploading other WordPress themes, and even manually uploading plugins wasn’t working.
Disabling Brotli compression in PHP solved the problem. Now the Astra Starter themes load completely and correctly and work perfectly.
The Brotli compression still works through the IIS web server. So that’s another big advantage.
I thought it would be a good idea to share this so people don’t waste time trying to figure out why Astra Starter Themes don’t work with PHP 8.4.4.
Astra Starter themes work perfectly with PHP 8.4, so excellent quality!
