I don’t see any connection between your question and Plugin Health Check & Troubleshooting in whose support forum you posted it. I would recommend that you address your request to the support forum of the theme you are using. If you don’t know which one it is or where to find it, you are welcome to show a link to your site so that they can help you more quickly.

@threadi ty for the answer. Actually I was coming from my theme’s support topic. I guess they wanted me to open the topic here. As you can see I disabled all themes and plugins. And the problem still appears.

As far as I can see, you are using the Astra theme. I find it strange that they referred you here since your problem has nothing to do with this plugin.
But I took a look at what you show in your video. Is it about being able to move the page to the right in the mobile view? This has nothing to do with stability, as I would rather expect technical problems in WordPress with this term. However, scrolling sideways is only possible in Chrome-based browsers and only on mobile devices.
If I see this correctly, it is caused by the slider on the page. This in turn is provided by the Spectra plugin. The slider simply has the wrong width in the mobile view. However, I cannot see why and why in detail.
