SITEMAP

SHORT VERSION: How does JETPACK create SITEMAP.XML and why does Google not like it?
BACKGROUND: Please look a my directory https://www.commodore.ca/no-SITEMAP.jpg and note that SITEMAP.XML is not there BUT if you surf to https://www.commodore.ca/sitemap.xml, one will appear.
I noticed the issue because Google Search Console (aka webmaster tools) tells me it cannot find my sitemap. If I manually submit the sitemap using https://www.commodore.ca/sitemap.xml Google will tell me it cannot find it. If I immediately resubmit https://www.commodore.ca/sitemap.xml Google says it found it and all is well… for a few days, until Google sends me a notice that they cannot find https://www.commodore.ca/sitemap.xml
I am not using Yoast (removed 2 years ago) or any other SEO/SITEMAP plugin.
I assume there must be some sort of redirect in WP-CONFIG or elsewhere for SITEMAP.XML but I don’t know where that as and MUCH more imporantly, Google doesn’t like it. I see that JETPACK has a wp-content\plugins\jetpack\modules\sitemaps folder but all that is in there are .PHP’s (which no doubt build the .XML file, but I don’t know where it puts it or if it is just in the server memory and not a real file)
I have toggled CREATE SITEMAPS off and on in JETPACK, but SITEMAP.XML does not appear in my root file structure.
