shortcode not displayed on all collapse/hidden

I cannot link to the page yet as the site is not online and still under development but the issue I am seeing is probably easily reproducible. I created an accordion with 4 options and chose the Hide/close All Accordion option. In each description field I am actually embedding another shortcode to different paypal links. If I choose the all open option, everything is displayed properly, but if I choose the all closed option, none of the shortcode is rendered.

I embedded the shortcode in the description like this:

Select this option to pay the BHOA dues in one lump sum and receive a 5% discount
[checkout_for_paypal item_description=”Annual BHOA Dues Payment” amount=”2077.00″]
