Setup documentation has significant gaps

The official documentation does not say when the translations are generated or what you do with them when they are. I’m trying to work my way through the setup wizard but there are significant gaps — the content step and the homepage step, for instance. There are descriptions of them but no indication of what the beginning user is supposed to do. I’ve created an alternative menu, but no idea what to do with it — the item names are still in Englissh. Are they supposed to be translated? When? What triggers it? Makes me wonder whether I’ve skipped a step or two. Am I supposed to translate page titles? When? How?
