Settings for excluded links vs. exceptions

When choosing “Own settings for excluded links (extra tab)”, I assumed that any links set to be exceptions (by class) would then use the settings in the “Excluded Links” tab. For exception links, I wanted to show a default title, but no image or icon next to links that are styled like a button.

However, when I save the settings, no title is written to those links (and I tried writing a class, but that didn’t work either). Is that not now it’s supposed to work or is there something else happening here?

I’m not seeing where I would achieve this so that text links have the image at right, and links styled as a button would not have the image at right, but have custom title text (e.g., “this link opens a new tab”).
