This is not something we can change with CSS. My suggestions are that you edit the header.php file and manually move the code for the secondary menu to be above the header image code. That is going to put it right at the top of the site. You could also take that secondary menu code and place it beneath the primary site menu. Merging the two is not a good idea.
That is not something we can do for you. You’d need to ask your developer for help, or hire someone if you aren’t keen on a little DIY project.
The other idea is that you can just remove the secondary menu all together. You don’t have to display that since the location is not ideal for you. Instead of using that menu space the information there, the social links, can be added to the sidebar with widgets.
