Resize Background Image

Hello

I am trying to do what must be the simplest thing in WordPress, resizing a simple photo. I have spent nearly a week reviewing manuals, watching videos, speaking to the Theme company and nothing. I have been given a number of different instructions, where they direct you to certain parts of the WordPress menu. Some of the options are there, others are not. Is this really that difficult?
