Remove State and have Fixed City Value in Vendor Registration

My website serves only to one city “Pune”.
So I don’t want users to select / type any city but “Pune”

In that case I don’t want users to select any State. Because state for “Pune” city is always going to be same “Maharashtra”. So, can I remove this state option? Or have only and only “Maharashtra” in the state option?
