Redirected to install.php after migration

After i migrate the site to a new host, i get directed to the /admin/install.php. I Checked the files via FTP and all the WP files seem to be in there, themes, plugins, wp files etc. I removed the install.php file from /wp-admin/ but that just takes me to a 404 page? The config file seems to be correct also?

Any idea why it is doing this or how i can fix it. I tried the migration twice with the same result.
