It really shows that you gave this a lot of thought and we sincerely appreciate the honest feedback.
Modula is a free gallery plugin, which offers a bunch of options for users that are looking to create galleries on their site: different grids styles, captions, hover effects, lightbox, social sharing options. This is why these options are working only in galleries, because with this specific plugin users can create galleries.
I am not trying to say your feedback is incorrect or invalid, it’s just that this plugin was designed for gallery creation. From what I can tell you seem to be looking for a plugin that will allow you to create galleries and also have options that could apply to all images on the site.
You can try using this plugin: https://wordpress.org/plugins/easy-fancybox/ it will open all images in a lightbox and it will also open the images in Modula’s galleries in the lightbox – without duplicating the lightbox.

Thanks for the quick response. I really didn’t have all LightBox plugins working well with your gallery.
But today I accidentally found a solution – this is Meow Lightbox. It works alongside your plugin,
but does not duplicate image openings. Your gallery opens in your lightbox and WP images in Meow Lightbox
