Thank you for reaching out! If you’re referring to the “Commission Registered” email notification that is sent by SliceWP when a new commission is created for a referred order, then yes, this email is sent when the commission is created, which happens when the referred order is created.
Currently, I’m afraid that I cannot offer you a solution, as we cannot change, even via custom code, when this notification is sent.
Even so, I have added your thoughts to our development log for future consideration.

I want an email to be sent after successful payment, but now even if the payment is not made and the order is canceled, the email is sent and this is a bug.

I’m afraid that this is not a bug. This is the way this email notification is intended to work.
When a new referred order is created, a commission is created automatically, regardless of whether the payment is made or not.
Because there’s a new commission, even though it’s in pending mode, we want administrators to know about it. This is why this email notification is sent when it is sent.
As for displaying the name of the affiliate in the WooCommerce order details, this information is available in the “Order notes” section. For referred orders, you will have a new order note which showcases the commission and affiliate details.
