Let’s break down your question into 2 parts:
1) When you say multiple website, do you mean all wordpress websites?
2) Are you looking into bringing blog data via API or RSS? What approach are you looking into as there are multiple ways to bring data from different sites?

I want to consolidate several blogs sites into a single blog site with the blogs under categories relevant to each of the different websites. For example I blog on Renewable Energy, Coaching, Theology, Cosmology, etc. All very different blogs.
Then I want a blog page on each individual website that accesses the central blog site and repeats the blog on that website, but only the category relevant to that website.
E.g. The website about Renewable Energy will only receive blogs and comments posted about renewable energy.
I want this to be live so when I post on the Blog site it immediately and automatically repeats on the relevant website.
I also want the comments posted on the specific website to be reflected back on the central blog website.
Does something like this exist? Is there a plugin for this?
If not, would someone like to write one?
