You mentioned that you are unable to select the ‘Primary Category’ for your post when running Yoast SEO 15.3 but if you downgrade to v12.1, you are able to.
With Yoast SEO 15.3 and WordPress 5.5.3, we are having a hard time reproducing this issue. Can you please provide some more information:
1. Have you performed a conflict check? If not, please do so. Did you discover a conflict?
2. Does the issue occur when using a default theme with only Yoast SEO plugins active?
3. Does this problem occur when you use a different browser, like Firefox or Chrome?
4. Does the browser show JavaScript errors in your browser’s console? If so, please send us screenshots of the error.

I deactivated ALL plug-ins apart from Yoast 15.3, the primary category selection function was missing.
I tried changing to the default 2020 theme, the primary category function was still missing.
I activated the Classic Editor plug-in, the primary category function was still missing.
I deleted 15.3 and installed 12.1, the primary category feature returned to normal.
I don’t think it relates to a conflict with a plug-in or a theme if Yoast is the only one running. It’s not a big deal, I’ll just remember not to upgrade Yoast. I will have to repeat this exercise 25 times in the next 12 months as I upgrade a series of news websites, if I’m lucky perhaps the other 24 websites will be OK.

We’re sorry to hear about the trouble you are having. We’ve tested this in our local environment and still find the Primary Key selection available. We are on Yoast SEO 15.3, WordPress 5.5.3, and Twenty Nineteen theme. Can you please share a sample screenshot of what you are seeing on your end?
