plugins.php not picking up styleseheet

I have been trouble with WordPress after installation, when I click on a sublink in the admin area such as themes, plugins etc the page shows up as unstyled (no CSS). I tried deleting all the files and doing a re-install but get the same problem. Any ideas on a solution for this issue?
