Pdf related query

So my query is how should I make user to view the pdf once they click on it.

The pdf is uploaded in my website and currently when it gets clicked it starts downloading but I also want a viewing feature such that when user clicks then it should open the pdf in new tab.

I want both downloading and viewing options for the pdf just like in the above website.

Can someone please suggest some ways on how to do that ?
