Notes Section Customization

Hi I am trying to add styling to the notes section of both the admin and customer emails. If I look at the templates admin-new-rfq.php and customer-rfq.php it appears there are do_action for the woocommerce_email_order_meta and woocommerce_admin_email_order_meta which are separate woo templates. I have attempted to modify those, however the styling does not appear to work when the RFQ-ToolKit New Request for Quote OR RFQ-ToolKit New RFQ Admin emails are triggered

That being Said, If I am in the admin section —> Orders and Resend New Order Notification (The default Woo email) the styling appears to be the updated styling.
