Not require account case

I know that in order to keep track of who purchased what, it is a requirement that all customers have user accounts; but I want to sell membership. I put the form to create a new membership onto a page that is restricted until they pay for it.
I am browsing the code (tag 2.5.7) looking for where this is set. Can you help me find it. I would like to add a condition to only allow this Membership purchase without an account.
I only have this on a test site.
