No Shipping Options Found

This is new, because we ship to Canada all the time. Customer attempting to place an order that will ship to Canada. I logged in as the customer, verifying correct address information, and received the same error. I had a ‘United States’ zone and an ‘Everything Else’ zone for international shipments.
No shipping options were found for XXXXXXXXXXXXXXX ON XXXXXX, Canada.
Enter a different addressAttempted Steps to Correct:
- Flush Cache
- Verify ShipStation API
- Flush API cache
- Check logs, nothing presented
- Create new Zone ‘Canada’, adding all provinces and setting up shipping services
- Same error
- Still nothing in the log files
What am I missing?
