The ‘Nested Ordered Lists’ plugin cannot achieve this kind of layout as it requires a very different approach to building the styles, however my premium ‘Tiered Legal List’ plugin does provide exactly the style of nested lists you describe.

For example:

1.2.2
no, that was not part of the scope. The legal numbering format is fixed as one of the aims was to make the plugin as lightweight as possible without any configuration options.
