Navigation Menu not available

The navigation menues do not show on the page.
I tried to configure the menu with tutorials like this:

Like described there i used “appearance -> customize -> menu” but the menu does not show up in the header nor in the footer.
Interestingly when i use the “”appearance -> customize -> layout -> header” to configure a line which shows up if there is no menu configured the line doesn`t show up either.

Any idea? Would really appreciate some help 🙂
