Could you try creating two separate restriction rules for each category?

I appreciate your reply for this.
Out of curiosity, all the scenario already tested and none is work including :
1. Add new restriction rules
2. Add “OR” to the existing rules.
None of this work for me. For information, we are using BetterDocs that create a custom categories type (as you have seen in the screenshot), and never tested to a native WP post category.
Currently, we just add the restriction using “A Docs with selected post”.
But we are still question why the feature of adding whole post in category did not work.

We installed it on our test site and recreated your settings, but it still works well for us.

There might be other factors why this is currently not working in your setup, such as a possible conflict with a third plugin.
