Menu changes not updating

I added a page today, went to Menus to add the link to my side menu, apparently hit the back button which prompted a confirm you want to leave this page window, I canceled that, added the page to the menu, clicked save, received the menu has been updated message, and now, that entire menu is unresponsive to reordering, additions or deletions, etc. Its also adds a > in front of all my menu items. Only this particular menu is effected, the other menus are all functioning normally (and my changes are responsive).

Menu specific plugins: Nav Menu Roles, Page Specific Menu Items

I tried deactivating ALL plugins and working back but there is no change regardless of active/inactive combo of plugins.

Tried switching to a database backup from a couple days ago, no change.

It would seem something outside of the database has been altered but I have no idea how to figure out how or what. The current combination of plugins has been running for over 4 months without any issues.
