Are you using chrome? Chrome is infamously bad at clearing caches.
I recommend:
1. Delete any caches from all caching plugins you may be running.
2. Disable all caching plugins.
3. Close out of all tabs and windows of Chrome, then open Chrome settings in a new tab.
4. Manually delete every file out of your cache folder on your FTP. Leave the internal folders but delete all the files.
5. In settings for your chrome browser, click advanced. Click the following:
Browsing history
Download history
Cached images and files
Cookies and other site data
and clear it.
5. Download and Install the extension Click and Clean. Clear Cookies, Cache, Private Data and Downloads.
6. Open your website and hopefully this helps.

But how about other users of my sites?
By the following steps, do you suggest me not to use W3 Total Cache and other caching plugins?
I use W3 Total Cache because it is very useful to increase the speed.
